The need for ship registration and ship management companies in various international maritime centres has led many governments to respond and adapt to the needs of the international ship community by passing numerous regulations, by amending their Merchant Shipping legislations and  by offering incentives aimed at encouraging ship owners and registration of vessels to be registered under their own countries' flags.

Ship registration, ship management and ship financing are regulated by each country's own Merchant Shipping Acts many of which are largely modelled on the British Merchant Shipping Act.

There are various jurisdictions which offer attractive regimes for the ownership and registration of yachts and ships. Amongst the leading maritime centres are Cyprus, Bahamas, Malta, Cayman Islands, Madeira, Mauritius, Seychelles, Isle of Man, Luxembourg.
